在Visual Studio 2017中在DoDragDrop触发后调试时未启动拖放

就我而言，事实证明我在Visual Studio 2017的第二个实例中运行调试会话。当我停止运行Visual Studio的第二个调试会话实例时（我能够保持Visual Studio的打开状态，我只需要停止我的调试会话），Visual Studio的第一个调试会话实例中的拖动操作开始按预期进行。
显然，拖放应该在两个不同的Visual Studio实例中同时打开的两个调试会话中起作用-有时在我的系统上也是如此。但是，有时会发生某些事情（我不确定是什么）来“破坏” VS IDE或.NET子系统，从而导致Winform拖动操作不再起作用。
即使重新启动后也会发生此行为，并且在具有.NET 4.7.02556的最新VS Enterprise 2017 IDE（版本15.5.6）中会发生此行为。
